Congress and the president also have to determine how much income, or revenue, is available. The majority of the government's revenue comes from different kinds of taxes-for example, individual income taxes provide about half of the federal government's revenue. The rest comes mostly from payroll and corporate taxes. Tariffs and customs duties are another source of revenue. To create a new program, the government normally gets the money either by cutting funds to an existing program OR by raising taxes.
